An article by Peter Reilly, following CIPD research conducted with 781 UK organisations, showed that 81% have recently restructured their HR function. Less than 20% of these had adopted the Ulrich model in full, although over 40% had implemented one or more elements of it.
The Shared Service Centre (SSC) is still seen as a large organisation phenomenon (over 5,000 employees), although 17% of firms with between 250 and 1,000 employees had implemented one.
It was found that by introducing centres of expertise, a higher quality of service was being delivered and they allowed other areas of HR to spend more time on value-added activities.
The research also found that a key part of the transformation involved business process simplification and standardisation, aided by self-service and automation. This speeds up transactions, and standardisation allows better internal benchmarking to take place. It was noted, however, that poor implementation and under-funding of such projects could lead to manager dissatisfaction
