Strategic focus drives HR to restructure

Research conducted by the CIPD has found that 53% of organisations have restructured their HR function over the past year, and 80% have done so in the last five years. The primary reasons stated were to enable the function to become more strategic, business oriented, accountable, and be able to demonstrate value for money.
The main obstacle to further progress was seen to be ability to strike the right balance between HR and line manager responsibilities. The survey showed that three quarters of HR professionals would like to transfer more responsibilities to the line, as providing support to line managers and HR administration remain the most time-consuming tasks.

Nearly 30% of departments that had undergone a restructure said their function now reflected the Ulrich 'three-legged' model, while 57% said their organisations had adopted some form of the Ulrich design. 38% of firms now had HR business partner roles.
