The following is a summary of the above article reported in the People Management magazine which reports on an interview with Stephen Moir, director of people and policy at Cambridgeshire County Council, and newly appointed president of the Public Sector People Managers' Association (PPMA).
Moir stated that public sector HR needs to continue down the road of transformation, and that the function was not as e-enabled as it should be. HR leaders should be smarter and adopt a business partner mindset.
The government's efficiency agenda should be welcomed said Moir, as cost pressures affect all businesses. He also stated that the public sector should adopt a flexible 'total reward' approach to pay and benefits in order to recruit and retain the best staff, whilst critising government policy on restraining public sector pay.

We fully support the comments in this article, as our work with some public sector bodies has highligted to us the massive opportunities for efficiency gains through HR process re-engineering and the introduction of web based technologies, or in some cases just a better use of existing technology.
Any HR transformation in the public sector, which should involve shared service centres to handle the transactional tasks for several councils for example, has the potential to deliver huge savings and provide a more efficient service for the employees and the wider community.
