HR has a 'Golden Opportunity' to shape change in the public sector by implementing shared services - according to Dean Shoesmith, president of of the Public Sector People Managers' Association.
Mr Shoesmith is also executive head of HR at the first councils to implement a shared service centre approach - to service Merton and Sutton councils, where savings of £500,000 on the provision of HR services has already been realised. He believes further savings are achievable through the re-engineering of business processes, and a review of procurement and staffing, and encourages other public service sectors to use his shared service model as a 'blue print' for success.
Transact HR fully endorse these comments, and would encourage all public sector service providers to examine the possibilities of forming shared service centres in partnership with similar organisations. If the initial hurdles in forming a partnership and agreeing on the services to be shared can be overcome, the benefits are huge.
