Our approach to transactional HR processes is to adopt the HR Shared Service Centre (HR SSC) concept originally developed by US academic David Ulrich. Although this solution has it's difficulties, many of these can be overcome by careful initial planning, especially when determining what is critical in terms of the quality of service to be delivered to the customer.
We utilise a Six Sigma methodology called CTQ trees to determine what is critical to quality and to build up service specifications and KPI's for each individual customer. A world class HR SSC in our opinion will have:-

- The customer determines the level of service they require.
- A totally intergrated HRM system where data is captured only once.
- A flexible HRM system that can be adapted quickly and easily to meet the changing demands of the customers.
- A CM system to capture, monitor, measure, advise and resolve enquiries from employees and line managers within agreed time scales.
- Slick and standardised effective processes where process capability is measured at a Sigma level of above 4 and process efficiency is above 30%.
- Transactional HR teams dedictated to continually providing a 'one stop service' to internal and external customers in accordance with agreed service levels.
- A separate project team with project management experience to manage specific HR projects and maintain a continuous process improvement program.
- A separate technical team focusing on HRM system support, Business Intelligence for operational managers, Human Capital Management, HR metrics and measures and service delivery KPI's.
- Small centres of excellence for talent management, reward, policy, employee relations and governance.
- A management team focusing on service delivery and aligning HR strategy with the businesses aims and objectives.
- Business Partners playing an active role in the profitability of their relevant business.
These ingredients will deliver a slick service to delight your customers and reduce your HR costs, allowing you more time to focus on strategic HR activities that can really add value to the bottom line of your business.
